Theodore James came to Axis with a business degree from the University of Minnesota, a background in finance at IDS Financial Services, and three decades of experience as a successful entrepreneur. At Axis, he has implemented a series of important reforms and initiatives that have restored the clinic to financial solidity, doubled the number of patients, integrated Electronic Medical Records, and restored the health center’s reputation and standing in the community.

Meet Dr. Semakula
Dr. Semakula received his medical degree from University of Dar es Salaam Faculty of Medicine, with an Internal Medicine Residency at the University of Minnesota Department of Medicine, where he also received advanced training as an Endocrinology Fellow. With specializations in Endocrinology, Diabetes, and Metabolism, he brings unique and highly valuable expertise to the health center, diagnosing and treating conditions that are related to the endocrine system, the glands and hormone production.

Meet Dr. Lewis
Dr. Lewis received his medical degree from the University of Texas Medical Branch, where he graduated with honors. He performed his residency at Hennepin County Medical Center and his internship at the EA Conway Medical Center. He brings two decades of experience attending to the diverse health needs of children and families, including immunizations, influenza, bronchitis and other upper respiratory tract infections, hyper tension, weight loss and general wellness, contraception and family planning.

Meet Dr. Mutnick
Dr. Mutnick brings critically-needed expertise in Allergy, Asthma and Immunology to Axis, all primary causes for emergency visits in Minnesota. He received the prestigious American Society for Pharmacology and Experimental Therapeutics (ASPET) for benchtop research, and has multiple publications on drug allergies and drug desensitizations to his credit. Dr. Mutnick oversees Axis’s cutting-edge best practices, helping people of all ages, from newborns and children, to teens and geriatric patients.

Meet Dr. Roble
Dr. Roble graduated with honors from the University of Saint Catherine’s program in medicine with specialization in Gerontology and Adult Health. Her focus on the specific health needs of the local community includes an important study in Helicobacter pylori (H. pylori), a condition that disproportionately affects populations of East African origins. H. pylori elimination is critical for cancer prevention, and Dr. Roble’s work puts Axis and the Axis community at the center of medical research and treatment.

Meet Dr. James
Dr. James brings many years’ experience in medical science research, clinical education, and clinical project management, and is published in the Journal of Pharmaceutical Research. His collaboration with the Minnesota Department of Health on brain trauma led to important public health reforms in the Minnesota State Legislature. He now directs a prestigious research partnership between Axis and the Minnesota Department of Health to develop systemic improvements in community-wide health.

Meet Nou Yang
Nou Yang, the Director of Patient Services has over seven years of FQHC experience at People’s Center and Axis Medical Center. Nou oversees all aspects of the patient experience, from scheduling, front desk, and patient feedback and satisfaction, to quality control and compliance in areas ranging from emergency procedures to after-hours care. She also brings to this position experience as an interpreter (speaking, reading, and writing fluently in Hmong) and as such, has invaluable insight into inter-cultural communication and sensibilities. Because the independent interpreting corps is key to patient relations and service at Axis where most of our patients report that they are better served in a language other than English, Ms. Yang’s experience and leadership in this area is critical to accurate, satisfactory, and comprehensive patient services.
